To navigate to it, in the OneNote cache, write the following path and press Enter: Path: C:UsersYourUsernameAppDataLocalMicrosoftOneNote16.0cache 


Change YourUsername with your actual username and the version of OneNote with the right number; in my case, that is 16.0.


Here, with Ctrl + A, select all files in it and use the Delete key. 


Restart the application to check if the problem has vanished.


If this issue persists, reinstalling OneNote will fix damaged files that may be the problem root.
