Treasure maps often come from gathering at level 100 nodes and fishing holes in Heritage Found, Shaaloani, Living Memory, and Yak T'el; these appear randomly. This implies that a player gets his treasure map and can only be allowed to get one more when the timer starts, which will take 18 hours.
