Verify that the CPU usage of the .NET Runtime Optimization Service is normal again.

2. Run a Malware Scan on Your Computer

3. Restart Service

Press Windows Key + R to open the utility Run. Now enter services.msc and press OK. While Running Manage Services


Locate the 32-bit or 64-bit version of Microsoft.NET Framework NGEN v4.0.30319_X86, right-click onto it and click on Properties.


Stop the service from running now by clicking the Start button; then re-start it.Starting the application


If prompted select OK to confirm any dialog boxes. Select Startup type to be set as Automatic.


When attempting to start the service the following error message might display:


Windows cannot start the service on local computer. It is mostly because this service account of  is different from the currently running active services in the same process that gives rise to Error 1079.

Log On tab can be accessed from the Service profile. Click on Browse. Join the Network>>Browse


Account name: enter Select an object type by typing in its name, then click Check Names to make sure that is correct then click OK.


Restart the Service: When prompted enter password.

4. Clean Boot


If you feel that your CPU utilization goes very high, try Clean Boot. It will start Windows with a minimum of drivers and launch programs and will eliminate software conflicts that occur when several apps and services load at the time of booting.
