Here's how you can start and complete the Little Friend in the Sky quest in Throne and Freedom.

How to Start and Complete the Quest in Throne and Freedom Little

 Friend in the Sky is a short quest included in the Nesting Grounds Exploration Codex. At the end of reading a letter and a journal, you'll be told to look for a doll without powers.

You'll need to head towards Laslan, specifically the Starlight Observatory Ruins, to start the quest. To put it in more detail, you need to get to the top of the area and use an Aggravate Hook on some hooks to get to the top. You'll then need to wait for the Gigantrite World Event to begin. You can check out the Content Calendar so you can prepare accordingly. To do so, simply hit the Schedule button next to the minimap and you'll see the timer. Making an ascent to the Gigantrite is the only way to reach the doll.

When you reach the top and the Gigantrite arrives, wait for it to fly in your direction. Once close, after a few seconds, wait for it to fly a little further over the ruins and then glide towards it to try and get to its back more safely. You must glide towards it without losing momentum before joining it. Otherwise, you'll start to descend and miss the landing.

Once you've swum to the Gigantrite, swim towards its tail and look around. You should see, sitting on a pile of rocks near the edge of the whale's body, a small doll. Pick it up by interacting with it and you should be able to complete the quest for it. To do so, head to Kastleton Inn and give the doll to Tailor Noan, who can be found in the guest room on the second floor.

However, before you leave the back of Gigantrite, you should grab as many items as you can on the whale before you leave, as having to go back for items is a pain. You can also find other resources in Gigantrite, such as Marind Ore. Resources are scattered around the area, though not in great numbers; thus, it might be best to grab some before doing anything else. Secondly, only through the back of Gigantrite can you reach areas such as Saurdoma Island. It can be a bit cumbersome to go straight there, but riding the whale will get you close enough.
