One improves a different facet of every Stasis build, and there's ones for every class. That works out well for a season that focuses on Stasis.

In order to get the Mask of Fealty, one has to go through Master Rahool's Focused Decoding ritual. Master Rahool is located on the right-hand side of the building at the Tower. With any luck, you should be able to spot him just standing there in his tent, ready and willing to be interacted with. Head two pages to the right from here to enter his Engram Focusing menu, available via the icon for an Exotic Engram. Here, you can purchase whichever exotic armour you like for only one Exotic Engram and one Exotic Cipher. Otherwise, the best ways to get Exotic Engrams are by completing three, six, or nine strikes per week, as they drop as an item. Otherwise, in order for you to get one Exotic Cipher every week, you have to claim and finish the Xenology task given to you by Xur.
Rank up the reputation of Master Rahool to 16 and, if needed, rank him up if the Mask of Fealty option is grayed out. For example, if you did this in Episode: Echoes, you'd have to redo this all again in Episode: Revenant since it resets at each episode. You'll also find delicious bonuses as you do said ranking-up, thankfully enough.
Fealty Mask: Worth It?
Okay, this is a weird reward for wearing the Mask of Fealty: Null Factor causes your Withering Blade attacks to bounce on the ground, drop a Stasis crystal where your target is, and restore part of your melee. If you destroy stasis crystals or frozen targets with Withering Blade, a shower of Withering Blades is shown. This relies on a build that focuses on Stasis crystals or frozen targets to really unleash the full potential, but the possibility to trigger chain reactions of Withering Blades is really cool. If you have it, this is great.
Be warned, however: this perk's ability to shatter Stasis crystals won't actually function until a patch later this month. Thankfully, Withering Blades can still hitch a ride onto frozen targets.
Keep these in mind and, with a bit of perseverance in the process, you will eventually manage to equip Mask of Fealty and enjoy the privilege that comes with such an honor.
