Note: Although this folder is accessible, in general, it's best not to change the contents of the Local Library folder at all unless you know why you need to, and you know what your actions may have as a result.

Finder Shortcut: Open up Finder, then click on your Home folder, and press Command + Shift + Period.
To Always Show the User Library Folder:
Finder Settings: In the Finder, navigate to your Home folder and then click on "View" > "Show View Options."
Check Box: In the popup window, check the box titled "Show Library Folder.".
Direct Access: The folder can also be accessed more quickly using "Go" > "Go to Folder" and typing "~Library" in the dialog box.
Important Note: The User Library folder is very useful for understanding many aspects of your system's behavior and personal preference; however, changing the files in it may introduce unexpected problems if done carelessly. Be very careful when you do, and it is a good idea to back up your system before you start playing around with Library files.
Opening System Library Folder on a Mac
The System Library folder is an integral part of the system that holds some of the important files and settings that enable the proper functioning of the macOS. It has System Integrity Protection, which protects it against modifications that aren't authenticated; therefore, one cannot edit or delete any content in the folder. Only system-level events, like updates or repairs, may affect the files contained therein.
To access the System Library folder:
Finder: Open Finder, then select your Mac's internal drive (Macintosh HD), and then select "System" > "Library."
Direct Access: Select "Go" > "Go to Folder" and then type "/System/Library."
Important Note: Modifying the System Library folder can have really serious implications, so while you may want to investigate the User Library folder to free up space by deleting files you no longer need, such as cache or log files, that is a different story.
