Do not jump to the first platform until it stops spinning.
When the next platform rotates to the right, hop left to keep your balance. If you time your jumps just right you can avoid the birds.
As that next platform below you now starts turning left, you'll have to jump right just to keep up.
Of course, there are those two spinning rectangles at the far right. They will be spinning, and you'll want to jump in the other direction so you land on the next platform.
Jump and hover opposite the spin to interact with electrical panels.
