In the case of TYPE SOUL, the Halloween NPC-or "Mysterious Witch"-is located in Karakura Town. To cut to the chase, you need to drop all the way to the bottom of the chart. This character will be located in a narrow alleyway and has a big purple sign beside them reading "2024 SOUL".
