To get there, you have to do something with the wall of the Subway District entrance. When you leave the Shibuya station, go outside and then right; at this crossroads, the boss will spawn. You need to know, however, that The Sorcerer Killer spawns there every 45 minutes, which means sometimes you will have to wait.

Moreover, there is always a chance that the boss will drop an item you picked up from them, so you might not manage to get all of the necessary things at the first run. Having both required parts in your possession, you are able to make Sorcerer Killer easily.
