The Scavenger's Ion Smoke Bomb Ability

By completing the main quests on this planet, meet the Scavenger specialist Temmin of Akiva and activate him.

One of the skills of Temmin is the Ion Smoke Bomb, a high-version of the generic bomb that can disable electronic devices and droids for a short time.

Two components are highly accessible, but the third, the Flux Compressor, is rare, as there is only one part of the game where it can be found. So you will have to find all three.

How to Reach Akiva, the Rover's Lair-

In Akiva, you will find the Rover's Lair, a den that is located in the northern part of the map and to the west of Research Station 57.

From the east, it is necessary to reach the Great Basin lake by boat. And in order to fly over deep water, you will need one more speeder upgrade from Temmin. For more information, take a look at the How to go on water? FAQ page.

Bring the speeder to a stop anywhere that you can drive up onto a small embankment. Look for the climbing wall as shown here. Later on in the climb use the grappling hook to pull yourself up to a rock ledge.

You can clearly see from this picture that at the top you'll find a weakened wall. You will need the Bolt module to break it up, which you get by doing what's described on another page. Now, how would you break up an already cracked wall?

Turn on Nix's sense and you'll be able to follow the four blue cables leading up to a closed door.

Find the four generators that are in close proximity and prepare the Bolt module once more to blast large rocks and destroy the right wall that is weakened.

From left to right, shoot ion missiles at the generators in this rapid order: fourth, second, third.

Above the door, four green lights, by default red, will light up provided you went through the process right and manage to get those generators on before time runs out. Now try firing ion bolts again.

You may now safely approach the huge chest and examine its contents. Inside it is the Flux Compressor.

Click back to the skills menu. You can now actually craft the Ion Smoke Bomb, or you can prepare the other common materials beforehand, either by looting or buying from vendors.

By combining these approaches judiciously, and with your exploratory and problem-solving skills, you really should have little to no problem acquiring the Flux Compressor and moving further in your Star Wars Outlaws adventure.
