In the third chapter, Black Myth: Wukong sees him flee both the Pagoda Realm and then into the Valley of Ecstasy, right into the New West. It is the last area of this chapter where the fearsome Monk from the Sea will be found.
The boss is located inside the New Thunderclap Temple and can throw powerful tentacles that can freeze and deal very serious damage to the player's character. Monk from the Sea is an optional boss; however, beating him has a great reward-a Transformation which seriously develops the potentials of the protagonist.

Starting from the Longevity Road Keeper's Shrine in the Valley of Ecstasy, head straight toward the statues, then right. Keep heading that direction until you reach the entrance to the New Thunderclap Temple, with a glowing orange Captain Kalpa-Wave boss just outside of it. Kill him and head inside the Temple; the Keeper's Shrine will be to the left.
From the Temple Entrance Keeper's Shrine, go right and follow the path down. At the blindfolded enemy carrying a rock, go up left slope. At the top, go right up the stairs, then left toward the gate. To the just left of the gate is a stone slab. As you approach the hole, Monk of the Sea will emerge from it to begin the boss fight.
Monk from the Sea Defeat
The boss normally initiates an attack with a three-hit combo of both tentacles. Those attacks are slightly delayed and can apply the Chill Bane effect. He can also flap both tentacles side to side, doing immense damage upon touching. If you're closer than that, he will use the tentacles on his chest to whack you backward.
Watch for his cues of a ground slam, which is him standing on tentacles while cold air swirls around him. Keep your distance or he'll nail you with the strong move. The boss will also chuck a big snowball at you that then spawns more-or-less miniature snowballs around him should you draw closer. These obviously heighten your chances of freezing. If you do freeze, quickly mash on the dodge button to get out of the freeze.
For this fight, equip the Frostsprout Twig-a Curio that grants a mediocre amount of Chill Resistance. It becomes available after the defeat of Captain Lotus-Vision.
Hoarfrost Overview
After the first transformation, out pops the Sea Monk and begins to unleash some strong hits, lighter than a blizzard. His strikes apply the Frost Bane effect. Focus built up pre-transformation can be used post-boss kill.
By defeating Monk from the Sea, you'll obtain Hoarfrost Transformation, which is part of the "Fickle Form" Trophy/Achievement.
Practice makes perfect. If this happens to be your first boss fight, try, learn, and repeat until victory.
