For maximizing Hailey's ranged damage, the following mods will help: HP↑, Spear and Shield, Front Lines, Emergency Measures, Skill Insight, Skill Concentration, Shot Focus, Chill Specialist, Glacial Syncytium, and Strong Mentality or Frugal Mindset. These should be maxed or near-max level, but if you cannot manage that due to resource constraints, this can be considered more of a general guideline.

This will be a powerhouse in building up the class-specific sniper's damage with critical hits and frost damage. There are, currently, no Transcendent mods that will really take Hailey to the next level in damage output, but this will get someone off to a pretty great start.

Along with this mod setup, a strong Reactor equipped can help round out Hailey's overall performance.

Frozen Singularity is the best Reactor for Hailey because it greatly increases Chill Skill and Singular Skill Powers by 20% each. As that will further increase her sniper's effectiveness, it is definitely something to watch loot rotations for.

In selecting the attributes, the sequence of priority would be Skill Critical Hit Rate, Skill Critical Hit Damage, Chill Skill Power Boost Ratio, Singular Skill Power Boost Ratio, and Skill Cost. Yellow or Purple attributes can be used at maximum effect.

Your choice of weapons will affect how well Reactor works. Reactors grant bonus Skill Power if the equipped weapon type matches. For Hailey, equip a sniper rifle and another weapon for general combat-an assault rifle or an SMG.

Best weapon for Hailey

This sniper character of Hailey is highly effective with long-range combat. Of course, she will need a sniper rifle with high Critical Hit statistics to fully utilize her skills. Piercing Light or Afterglow Sword is of great quality, and building either should be oriented around Critical Hit and Weak Point Damage.

The last ability of Hailey is called Zenith, which transfers the damage modifications from an equipped weapon. It is very important to have a well-built sniper rifle in order to maximize it.

The mod setup would be: Rifling Reinforcement, Better Insight, Better Concentration, Concentration Priority, Action and Reaction, Weak Point Sight, Focus Fire, Consume Magazines, Maximize Weight Balance, and Weak Point Expansion or Snowflake Conductor. I base this build on the assumption that you always hit the enemy's weak point, which is definitely needed if you want to maximize Hailey's sniper capabilities.

In that case, if hitting weak points constantly is hard, then Weak Point Expansion can be swapped out for a more general mod like Snowflake Conductor.

Hailey's main purpose will be in boss fights, say, the Void Intercept Battles. She can function pretty well in general content, though, which makes her versatile for your team.
