Using Blox Fruits, Where is Mirage Island?
To start off, as mentioned earlier, Mirage Island will only appear in the Third Sea for fifteen minutes. A helpful tip is that it will always spawn facing the direction you are currently facing. But that is not all; you still need your crew to increase your chances.
More ships in the vicinity will increase the chance of spawning on Mirage Island as of Update 20. Remember, the amount of ships is what matters, not the amount of people.
Just note, however, that Sea Monster and Ships Raid will take a lot of your time. You really should just ignore those and instead work your way to Mirage Island. Furthermore, Mirage Island can appear any time of day or night.
However, during nighttime, once the Sea Danger rating reaches six, you'll have issues with visibility. A countermeasure to this is the Kitsune Mask attachment, which enhances your view in low light conditions. If you're still having issues seeing, try switching to quick mode, as it will vastly reduce the amount of smoke and darkness.
You can also light up the area and make the island more visible by using glowing skills like Soul Guitar's M1, Awakened Magma's Volcanic Storm [V], or Awakened Buddha's Shift [Z]. If you have RoShade, using the RimLight is a good way to reduce the fog. Mirage Island will be way easier to see with that.
