Playing Operations in a private lobby is pretty easy. You want to first go into the Operations tab when you're accessing the mission selector. From there, you press the 'Y' key to establish your private lobby. You will then be able to choose a mission you'd like to play, and go to the helicopter area to start it.
In the Private lobby, you will get to play Operations with bots or a friend and a bot.
According to the post-launch roadmap for Space Marine 2, Update 3 was supposed to introduce private PvE lobbies. Players can now add bots into operations teams in specific lobbies.
